Joint ICRC-POLRI workshop on International Standards and Rules of Policing in Kupang
Jakarta (ICRC) – On 23 and 24 February 2022, the International Committee of the Red Cross (ICRC) and the Indonesian National Police's International Relations Division and Education and Training Institute (Lemdiklat POLRI) in Kupang, East Nusa Tenggara (NTT) jointly held a workshop on "International Standards and Rules of Policing".
A total of 30 police officers from NTT Regional Police, mostly from Control Unit (Sahara) and Mobile Brigade Unit (Brimob), participated in the event, which focused on the humanitarian consequences associated with the practice of law enforcement powers, in particular the use of force and firearms, search and seizure and the arrest and detention of individuals.
Deputy Head of ICRC Regional Delegation to Indonesia and Timor-Leste, Dorothea Krimitsas, delivering opening remarks and presentation about ICRC.
The participants had the opportunity to exchange views with peers, senior officers and ICRC experts, and discuss the challenges of modern policing, crowd management, and riot control.
The sessions which combined presentations and case studies and supported by reality videos were jointly delivered by both the ICRC and Lemdiklat, with the participation of Dr Stefanus Bria, vice-chairman of PMI NTT.
'My role is to share knowledge and experience related to international policing standards and norms. The mixture of theory sessions followed by facilitated debate and discussion allow for a sharing of information to enhance understanding', said Mr. McDonald, the ICRC's Regional Delegate for Relations with Police and Security Forces in Southeast Asia, himself a retired police officer.
The workshop was officially opened by Bapak Kombes Pol. Ulami Sudjaja, S.H., Head of Operations Polda NTT, on behalf of Insp. Gen. Drs. Setyo Budiyanto, S.H, M.H, the Chief of East Nusa Tenggara Police.
A Management of the Dead virtual presentation was also organized during the event.
In her remarks, Ms. Dorothea Krimitsas, Deputy Head of ICRC Regional Delegation for Indonesia and Timor-Leste, stressed the importance of integrating relevant principles of law into operational behaviour and training. She welcomed the opportunity to have a substantial discussion on how to act in a safe, humane and effective manner during police operations, in order to minimize humanitarian consequences.
The cooperation between the ICRC and the Indonesian National Police (Polri) has been ongoing since 2000. Workshops and training sessions were organized for Polri members on topics related to the use of force, which refers to the international policing standards and other themes. The Indonesian Police's Mobile Brigade (Brimob) Unit, International Relation Department and Lemdiklat have been ICRC's main partners.
