Talking to all parties to a conflict: Achievement or crime?

Why does the ICRC talk to those whom States call "terrorists"? And why is it so important that States not see our contacts with such groups as criminal? ICRC vice-president Christine Beerli answered these questions during her recent visit to Moscow, where she participated in a regional conference on international security.
