The Regional Delegation for Mexico and Central America of the International Committee of the Red Cross (ICRC) is looking for the next member of our team:

Human Resources Generalists (El Salvador)

LOCATION: SAN SALVADOR

WORK UNIT: HUMAN RESOURCES

OBJECTIVE

The Human Resources Generalist is responsible for managing the office staff. In collaboration with the Human Resources team in Mexico, he/she provides adequate support to supervisors and employees in his/her office in accordance with ICRC and delegation policies, as well as relevant laws and regulations.

GENERAL RESPONSIBILITIES

  • Ensure the correct application of personnel management policies
  • Ensure that new employees are integrated into the ICRC team and structure
  • Performs administrative follow-up of HR related issues (conflict resolution, training, etc., in line with HR Mexico)
  • Acts as the focal point in the office for all general Human Resources management issues.
  • Provides service to employees, responding to their concerns or questions.
  • Contributes to creating a good work environment.

SPECIFIC RESPONSIBILITIES 

  • Personnel Selection: Participate in the hiring process of new personnel according to the guidelines.
  • Performance Process: Follow up on annual performance appraisals with the HR Officer in charge: Understands and oversees Performance Management and development activities for the Mission and offices under his/her supervision.
  • Labor Law: Know the national labor law and ensure that the office complies with the guidelines.
  • Absences and Payroll Events: Maintain the record of absences (vacations, sick leave, leaves of absence, unpaid leave); as well as authorize and validate the payment of overtime and/or compensatory time generated by personnel and coordinate with the HR Officer in charge.
  • Disciplinary Processes: Propose the sanctions in case of any misconduct by employees, taking into account the parameters established by Mexico and the national labor law of the country where the office is located.
  • HR Transformation Processes: Lead the HR institutional transformation processes in coordination with HR Manager in Mexico.
  • Staff Health: Support the delegation's Staff Health Officer in the development of the plan and management of the Occupational Health and Safety Management System in the office. Focal point for issues and administrative procedures related to the Private Medical Coverage Plan for the ICRC resident staff.
  • Coordinates and supports employees in its structures in their personal development through guidance and advice on internal and external training possibilities and development opportunities.
  • Follows up on internal conflicts/mediations, improvement plans, development plans, salary increases, promotions together with the line manager and the HR Officer Mexico.
  • Updating of job descriptions in the event of changes in functions, promotions or addition of responsibilities of employees.
  • Manage the necessary labor certifications.
  • Assist and guide staff in the interpretation and application of HR policies and programs.

PROFESSIONAL REQUIREMENTS

  • University studies in Human Resources, Business Administration, Psychology (Organizational), or related careers with specialization in Human Resources Management.
  • Minimum 3 years of experience in the Human Resources area.
  • Good knowledge of the country's labor legislation.
  • Very good level of oral and written Spanish and upper intermediate level of English.
  • Very good knowledge of Microsoft Office.
